BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development ("HUD") includes rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants. Evaluation of the Gaines home located on NW 21st Street revealed a need to replace the heating, ventilation, and air conditioning ("HVAC") system and upgrade the insulation. The home has asbestos that must be abated. The main electrical service has severe deterioration and requires complete re-wiring. The home needs to be replumbed. All windows and the water heater need to be replaced. Extensive rehabilitation of the exterior and interior walls and ceilings is required. All the flooring in the home needs to be removed and replaced. The master and the guest bathrooms need complete remodeling to bring them up to code. The kitchen needs to be remodeled and a new roof needs to be put on the home.
FINDINGS AND CONCLUSIONS:
This rehabilitation is for a qualified low-income family with disabilities. Costs for this project were solicited using the City's procurement processes and in accordance with grant and program guidelines.
On January 12, 2023, the City issued its Invitation to Bid ("ITB") No.: CDS/220742 for the residential rehabilitation of the Gaines residence located at 2408 NW 21st Street. The bid closed on January 26, 2023, resulting in the receipt of two bids, as shown below.
