BACKGROUND:
After a competitive solicitation process, the City of Gainesville awarded Contract No. PWDA-230027-DH (the "Gainesville Agreement") to Pavement Technology, Inc. ("Pavement Technology") for the provision of pavement management services for an initial term of four months, commencing May 8, 2023 and ending September 30, 2023. The Gainesville Agreement offered two additional two-year renewal periods upon mutual agreement of the parties. The Gainesville Agreement was extended for the first available renewal term on August 8, 2023.
On September 19, 2024, the Capital Improvement Projects (CIP) Division of the City's Engineering Department was granted a procurement exception to piggyback the Gainesville Agreement for ongoing street rejuvenation projects. Rejuvenation is a pavement preservation technique aimed at extending the lifespan of paved roads, thereby maintaining infrastructure quality and reducing long-term maintenance costs. City Council formally approved the piggyback agreement on December 3, 2024.
FINDINGS AND CONCLUSIONS:
On August 29, 2025, the City of Gainesville extended its agreement with Pavement Technology for the second available renewal term through September 30, 2027. Pavement Technology has agreed to continue to extend pricing and services to the City of Ocala under the same terms and conditions as the Gainesville Agreement.
