BACKGROUND:
Ocala Police Department (OPD) SWAT Team members wear ballistic vests while conducting high-risk operations. These vests have a five-year life span as the fiber degrades from normal wear and tear.
FINDINGS AND CONCLUSIONS:
OPD SWAT Team's vests will expire in February 2026. Replacement vests were budgeted for in OPD's current budget and line-item approved. Ordering the vests now for delivery before February 2026 will ensure the SWAT Team has vests that are in optimal condition.
On May 1, 2025, NASPO ValuePoint cooperative program awarded Master Agreement No. 198468 to Point Blank Enterprises, Inc. ("Point Blank"), for the provision of body armor and ballistic resistant products. Under the agreement, Point Blank agreed to offer 44% to 57% discounted pricing of 44-57% off of Manufacturers Suggested Retail Pricing for its products for participating state entities.
On November 13, 2025, NASPO and the State of Florida Department of Management Services entered into a participation agreement (Contract No. 46151500-NASPO-25-ACS). As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of the Florida Department of Management Services Alternative Contract Source (ACS) agreements under Rule 60A-1.001, Florida Administrative Code. ACS agreements have been competitively solicited by governmental agencies and evaluated and determined by the Florida Secretary of Management Services and the City's Procurement staff to be cost-effective and to afford best value.
