BACKGROUND:
Mr. Reinaldo Mercado was appointed to the Recreation Commission in May 2024. Since his appointment, Mr. Mercado has consistently failed to attend scheduled Commission meetings and has not responded to communications from City staff.
Commission members are expected to participate regularly and engage in Commission activities to ensure full representation and effective operation. Despite multiple attempts by staff to encourage participation, Mr. Mercado has not fulfilled these responsibilities. His continued absence has limited the Commission’s ability to conduct business with the full benefit of its appointed membership.
Approval of this item will leave the remainder of the March 1, 2024, to March 1, 2028, term vacant. There are three applications for Council’s consideration in a later agenda item for appointment to two vacancies, including this newly created vacancy.
FINDINGS AND CONCLUSIONS:
To maintain the effectiveness of the Recreation Commission, staff recommends that Mr. Mercado’s appointment be vacated and that the position be opened for a new appointment.
