BACKGROUND: After analyzing multiple sites for a new fire station, staff recommends that the City purchase 7.80 acres owned by Armstrong Land, LLC just south of US 27 and west of NW 44th Avenue. The property is located south of the Dollar General and fronts on NW 45th Terrace. Armstrong Land, LLC is associated with the Heath Preserve single-family subdivision south of the property.
The southern portion of the property (4.20 acres) is encumbered by a perpetual flood easement in favor of the Florida Department of Transportation most of which is within the 100-year flood plain. To that end, the proposed fire station will be constructed on the northern portion of the property (3.60 acres) which is suitable for development.
FINDINGS AND CONCLUSIONS: The location will support the need for a fire station in northwest Ocala; especially west of I-75. The property was appraised at $612,000. Staff and the seller agreed on a price of $600,000 ($523,599 in cash and $76,401 in future fire impact credits for the Heath Preserve development).
FISCAL IMPACT: The following accounts are budgeted to support the design/construction of Fire Station #8. The funds were set aside last year and will be carried forward to FY24. A fund transfer will be submitted to move the funds from object code 65010 (Construction in Progress) to object code 61010 (Land).
