Key Points:
The applicant is requesting to abrogate the segment of SW 25th Street located between Blocks 91 and 111 in the West End Ocala Plat which has no utilities and is otherwise undeveloped.

Zoning and Land Use Details:
Lake Louise Estates, Lake Louise Manor, and the First Addition remain mostly undeveloped since their platting in 1959-1960. The property owner must vacate plats and easements if future development differs from approved plans. Although intended for single-family homes, most lots lack infrastructure.
In 2022, 88.73 acres were annexed to provide municipal services. A Low Intensity land use and Future Land Use Policy (FLUP) adopted in May 2022 governs density, buffers, access, traffic, and mandates Planned Development (PD). Maximum allowable units are 1,146, with reductions required for any business uses. Also in 2022, the PD was approved, which is consistent with the land use and policy; future development requires the abrogation of unimproved rights-of-way.

FINDINGS AND CONCLUSIONS:
Staff recommends approval of the request to abrogate portions public rights-of-way appearing on the Lake Louise Estates Plat, Plat Book F, Page 114, and Lake Louise Manor Plat, Plat Book G, Page 58-61, of the public records of Marion County, Florida.
