BACKGROUND:
Key Points:
This request is to rezone Parcel 23458-000-01 from INST, Institutional, to M-2, Medium Industrial zoning district. The applicant purchased the property in February 2024 and is currently developing it with a single-family residence. The applicant is seeking a rezoning to allow additional outdoor storage and parking for an existing adjacent manufacturing use.

Planning and Zoning Commission:
Staff presented the rezoning request to the Planning and Zoning Commission at the April 14, 2025, meeting. The board asked for clarification on which of the two INST properties requested rezoning. Staff clarified the subject property and that the INST property to the west will remain INST. The Planning and Zoning Commission voted six to zero to recommend approval to the City Council.

FINDINGS AND CONCLUSIONS:
? The proposed M-2 zoning district is consistent with the existing Employment Center Future Land Use designation pursuant to Code of Ordinances Section 122-244.
? The proposed M-2 zoning district is compatible with the existing surrounding development and zoning pattern.
? The request is consistent with the Comprehensive Plan, and the City's Code of Ordinances.
? No Level of Service issues have been identified for public facilities due to the zoning amendment.

Staff recommends approval.
