BACKGROUND:
Due to the size and scope of work for grounds maintenance, parks mowing is divided into two sections: Recreation & Parks grounds maintenance services and specialty grounds maintenance services (which includes most of the manicured mowing in Downtown and the medians). Awarding the work via two contracts ensures that the work will be manageable for smaller contractors who might want to submit a proposal for one section, but not both. Our specialty mowing areas require a more detailed residential cut compared to the Recreation & Parks grounds maintenance services.

On December 15, 2022, the City issued its Invitation to Bid ("ITB") No. REC/230103 for specialty grounds maintenance services. On January 25, 2023, bids were received from five (5) vendors. The bids from Michael Putch, LLC and SLC Ocala, LLC were rejected as non-responsive due to failure to meet the licensing requirements as set forth in the solicitation. Bid results for the remaining responsive bidders are summarized below:


FINDINGS AND CONCLUSIONS:
* Michael Faison Maintenance, LLC meets all solicitation requirements for the provision of specialty grounds maintenance services. After a review of references and all other bid criteria, staff recommends awarding the contract to Michael Faison Maintenance LLC.
* The term of the agreement is for three years, with two optional one-year renewals upon mutual written consent of both parties
