BACKGROUND:

Emerson Pointe Development LLC is developing a single-family residential subdivision as part of a Planned Development (PD) consisting of 71 lots on 16.43 acres.  The plan was prepared by Tillman and Associates Engineering, LLC, and generally includes the following:

                     Setbacks of 25 feet in the front, five feet on the side (20 feet for corner lots), and 20 feet in the rear.

                     Lots are proposed at 40 feet or 50 feet in width and 120 feet in depth.

                     Internal rights of way (Tract A) will be 30-feet wide with 15-foot utility easements on both sides.

                     A proposed connection to Emerson Pointe Phase 1 via NE 28th Lane, which is within Marion County jurisdiction and has private road status.

                     Homeowners’ Association is responsible for maintenance of the internal roadways and stormwater system, including conveyance and drainage retention areas.

Case No. SUB25-0009 (conceptual subdivision plan) was recommended for approval with a four-to-zero vote by the Planning and Zoning Commission on July 14, 2025.

 

FINDINGS AND CONCLUSIONS:

The conceptual subdivision plan is designed in accordance with the approved PD Plan and Standards.

 

A traffic statement was submitted for this phase to supplement the approved traffic impact analysis for Phases One and Two.

 

Conceptual Subdivision approval is required prior to approval of the improvement plan.
