BACKGROUND:
The Florida Department of Transportation (FDOT) constructs and maintains state roadways within the City of Ocala limits. The funding and standards for the maintenance of those roadways are set by the Legislature.
The City of Ocala believes, and FDOT agrees, that some of these roadways are better maintained under the City's direction to meet citizens' expectations and standards of excellence; in particular, East State Road 40 (Silver Springs Boulevard) from NE 25th Avenue east to NE 24th Street.
City contractors have been mowing the medians and road rights-of-way pursuant to an existing FDOT Agreement (Contract No. AS776) since February 22, 2018, which also includes maintaining the trees in these medians and road rights-of-way. Under Contract No. AS776, FDOT reimbursed the City of Ocala $3,868.75 per quarter ($15,475 per year).
FINDINGS AND CONCLUSIONS:
East State Road 40 medians and road rights-of-way are a gateway to the City that contribute significantly to the quality of place in this corridor.
FDOT's Highway Maintenance Memorandum of Agreement (Contract No. ASX20-R0) has a three-year term with an option to renew for one (1) additional three-year term. Either party may terminate the agreement in writing with 30 days' notice. Under ASX20-R0, FDOT will reimburse the City of Ocala $5,081.25 per quarter ($20,325 per year, for a total of $60,975 for the three-year term). The City's total cost to maintain this area is approximately $50,000 per year.
