BACKGROUND:
This contract will be used for micro-surfacing streets and roads as identified in the City's Engineering Department Transportation Rehabilitation and Improvement Program (TRIP).
Micro-surfacing is a form of pavement preservation and life extension recommended for asphalt paved streets and roads which are in "fair" condition or better. Extending the life of streets when they are in this condition is more cost effective than waiting until they have declined to "poor" or "failed" condition when the only choice is to reclaim and reconstruct the street at a maximum cost per year of life extension.
FINDINGS AND CONCLUSIONS:
The City Engineering Department is requesting to enter into a piggy-back agreement utilizing a Sumter County, Florida competitive contract with Asphalt Paving Systems, Inc. The underlying Sumter County contract began on October 12, 2021 and has an initial term of two (2) years with the possibility of two (2) additional one (1) year renewals. The Engineering Department estimates usage of this contract will not exceed $3,000,000 for the first, two (2) year term which will be priced per project using line-item bid pricing.
FISCAL IMPACT:
Funding is available for FY2022 in G/L account # 091-020-255-541-54-46010 ($1,000,000) and will be appropriated in the upcoming years as needed.

This contract has been reviewed and approved for compliance with the City's procurement policies.
LEGAL REVIEW:
The contract has been reviewed and approved for form and legality by the City Attorney, Robert W. Batsel, Jr.
