BACKGROUND:
The Public Works Department Traffic Division (maintaining agency) maintains all traffic signals within the City of Ocala, including those on state roads. Since 2002, the Florida Department of Transportation (FDOT) has reimbursed the City of Ocala annually for the maintenance of traffic signals on state roads through a Traffic Signal Maintenance and Compensation Agreement (TSMCA).
On July 1, 2014, the FDOT and the City of Ocala executed a new TSMCA to replace the expiring 2002 agreement. The new agreement increased reimbursement amounts and added equipment with technology that was previously unavailable when the 2002 agreement was executed.
On August 4, 2015, the FDOT and the City of Ocala executed an updated TSMCA clarifying maintenance of mast arm structures, equipment replacement, maintenance intervals, future reimbursement amounts, and maintenance reporting requirements.
On September 20, 2016, the FDOT and the City of Ocala executed an amendment to the TSMCA increasing reimbursement amounts, clarifying equipment replacement, maintenance intervals, reporting requirements, and maintenance of mast arm structures.
FINDINGS AND CONCLUSIONS:
This amendment to the TSMCA updates the terms, adds additional categories of equipment eligible for reimbursement, and increases the reimbursement amounts. The FDOT recognizes that additional equipment and costs are necessary to maintain traffic signal systems in good working order and to enhance safety and efficiency through a connected, statewide intelligent transportation system.
