BACKGROUND:

The City of Ocala Police Department’s negotiators routinely operate at various locations to ensure public safety, facilitate clear communication, and support incident resolution. A specialized negotiation vehicle is required to provide a secure environment with advanced communication and surveillance capabilities to enable effective operations.

FINDINGS AND CONCLUSIONS:

Unit 04-802, currently used for negotiations, is 23 years old and has surpassed its useful service life. It also lacks the specialized communication technology required to support effective crisis negotiation and incident resolution.

Staff recommends replacing unit 04-802 with a 2026 specialized negotiation vehicle. This will be done under Sourcewell Contract #2026 091521-NAF, through Alan Jay Fleet Sales, in the amount of $148,885.

Staff recommends approval.

FISCAL IMPACT:

Funds for this purchase were approved in the FY 2024-25 budget year and were carried forward.  Funding is allocated in the Ocala Police Department’s Machinery and Equipment account 120-018-602-521-66-64010.

PROCUREMENT REVIEW:

These goods were procured in compliance with the City’s procurement policy.

LEGAL REVIEW:

This Agreement has been reviewed and approved for form and legality by City Attorney, William E. Sexton.
