BACKGROUND: Staff proposes a property exchange involving two parcels owned by Friends Recycling (2350 NW 27th Avenue) and parcels acquired by the City located west of NW 31st Avenue. The City acquired the vacant parcels, totaling 10.87 acres, in 2015 to upgrade NW 31st Avenue from NW 21st Street to NW 28th Street and relocate two families living west of the landfill. The portion of the NW 31st Avenue fronting the city parcels is an unpaved road. After purchasing the properties owned by the two families, the city canceled the road project. All structures have been removed from the vacant city properties, which are zoned residential (R-2). The surrounding properties to the west and east are zoned industrial.
The parcels the City is exchanging with Friends include 15-feet of right of way (0.5 acres) needed to upgrade NW 28th Street and 3.81 vacant acres located on the corner of NW 27th Avenue and NW 21st Street. The property is zoned M-1 and includes a utility easement for a gas line that starts near Lillian Bryant Park and ends in the Ocala 489 industrial subdivision. The gas line is also under the landfill and a portion of the city-owned properties.
Staff is collaborating with another property owner to acquire a small section of right of way to improve NW 28th Street. The proposed plan would allow for a connection with NW 35th Avenue in Ocala 489. The property owner of Parcel # 21479-001-00 (Three Roses) submitted a plat showing the connection to NW 35th Avenue. Other potential actions related to these properties include a land use amendment on the Friends property changing it from Medium Intensity to Employment Center...
