BACKGROUND:
The City was contacted by representatives for Aurora Ocala, LLC, the owner of a multifamily residential housing development, for whom the City provides water and wastewater utility services, regarding the rates they are charged for those services.
When Aurora designed and constructed their residential housing development, they installed two ten-inch water mains that were metered and approved by the City. This was to serve as an alternative to having 278 individual meters on each of the residential units within the development.
The City assesses Aurora a base charge for water and sewer services that is independent of any charges based on water and sewer service consumption. The base charge is based upon the two ten-inch water mains and is $15,720.94 per month in accordance with the City's current rate schedule.
Aurora has calculated, and City staff has confirmed, that the base charge would be $14,824 if, instead of being based upon the two ten-inch water mains, it was based on the individual metering of the 278 residential units within the development.
Based upon the above and foregoing, staff from Engineering and Water Resources and the City Attorney's Office worked with counsel for Aurora to develop an agreement through which an Alternative Base Charge has been determined and which can be assessed for Aurora's development so as to account for the lower base charge which would be applicable for the development based upon the individually m...
