BACKGROUND:
This is a proposed concept plan for a 146-unit attached single-family townhome subdivision with 0.59 miles of roadway on 32.22 acres.
The developer is KL Keys at Ocala, LLC.
Clymer Farner Barley, Inc prepared the conceptual plan.
The subject property was approved for Planned Development (PD) zoning on May 19, 2026.
Key Points:
The project will be built in two phases and is consistent with the approved PD Plan and Standards Book:
Phase I
Seventeen buildings with 92 units.
Clubhouse/management office, pool, playground, and mailbox area.
Located on the northern and eastern portions of the property.

Phase II
Nine buildings with 54 units.
Located on the western portion of the property.

Setbacks: Front - 20 feet
Interior side yard - 7.5 feet (total 15 feet between buildings)
Street side yard - 10 feet
Interior rear - 10 feet (total of 20 feet between buildings)
Street rear yard - 10 feet

Minimum lot width will be 15 feet.

Maximum building height will be 35 feet (two-story).

The right-of-way width will be 50 feet with a pavement width of 24 feet and five-foot sidewalks on both sides.

Roadways, drainage retention areas, and the conveyance system are proposed for private maintenance by the Heathbrook Townhomes Community Association, Inc., except for the existing retention ponds onsite.

The Heath Brook Master Association, Inc., will continue to operate and maintain the master stormwater management system.

Potable water and sanitary sewer systems will be publicly maintained.

FINDINGS AND CONCLUSIONS:
The conceptual subdivision plan is designed in accordance with the approved PD plan and Standards Book.
