BACKGROUND:
Following months of consideration, deliberation, and review, and in accordance with a comprehensive study performed by an outside consultant and Chapter 163, Florida Statutes, the Board of County Commissioners of Marion County, Florida (BOCC) adopted an ordinance imposing emergency medical services impact fees in Marion County, Florida.
On or about May 23, 2025, based upon that study, further deliberation and negotiation with stakeholders, including the City of Ocala, the BOCC adopted Ordinance 2025-17, which imposed an emergency medical services impact fee for Marion County, Florida.
Ordinance 2024-06, applied in both the unincorporated areas and the incorporated areas of Marion County, Florida, and has an effective date of October 1, 2025.
The BOCC and the City of Ocala now desire to enter into an interlocal agreement that outlines the specific terms and conditions of their relationship vis-?-vis the collection and distribution of the emergency medical services impact fees collected in accordance with the aforementioned ordinance.
Given that the BOCC has not previously imposed an impact fee for emergency medical services, there has never been an interlocal agreement for the collection of these fees.
This interlocal agreement authorizes the City of Ocala to assess an administrative fee for the collection, maintenance, and distribution of the emergency medical services impact fees collected in accordance with the aforementioned ordinance.
FINDINGS AND CONCLUSIONS:
