BACKGROUND:
The Water Resources Department (Department) has an ongoing need for environmental water testing services. These services are needed for the Compliance Monitoring Division on behalf of two wastewater treatment facilities, two water treatment facilities, and one water quality laboratory for permit analyses that are required for regulatory agencies.
FINDINGS AND CONCLUSIONS:
On April 8, 2026, the City of Ocala issued an Invitation to Bid for the provision of environmental water testing services, Contract No. WRS/260618. Three firms responded to the solicitation and, after consideration of price and other evaluation factors outlined in the solicitation, the bid submitted by Advanced Environmental Laboratories, Inc. (AEL) was found to be the lowest. The Procurement and Contracts Department certifies that AEL is qualified and possesses the required experience and licensure.
The bid was based on unit pricing and the estimated quantities of each line item. As the actual quantities may vary due to the testing requirements, the proposed agreement includes an additional $10,000 for the additional testing that may be required.
Staff recommends approval of the agreement with Advanced Environmental Laboratories, Inc., for three years, with a not-to-exceed amount of $66,517, commencing on October 01, 2026, expiring on September 30, 2029, with the option of two one-year renewals.
FISCAL IMPACT:
