BACKGROUND:
On October 5, 2021, City Council awarded its Agreement for SunTran Transit Management Services to RATP DEV USA, Inc. (RATP Dev), Contract Number SUN/210102, for an initial term of three years commencing October 18, 2021 and ending October 17, 2024. Pursuant to the terms of the Agreement, RATP Dev is required to provide for the day-to-day operations and management of SunTran to include fleet maintenance, marketing and promotional activities, employment of transit personnel, and contracting for complementary paratransit service for individuals with disabilities as required by the Americans with Disabilities Act (ADA). SUN/210102 was approved with an initial aggregate expenditure amount of $6,466,170, which was based on the product of the fixed vehicle revenue hourly rate multiplied by the estimated number of vehicle revenue hours for the contract term.
On September 6, 2022, Council approved the First Amendment to the Transit Management Services Agreement to increase the contract value by $731,640 to cover wage increases for SunTran employees. This amendment increased the aggregate contract value to $7,197,810.
FINDINGS AND CONCLUSIONS:
All public transit agencies operating fixed routes are required by the Federal Transit Administration to provide complementary paratransit services. This requirement ensures that individuals with disabilities receive comparable service to those without disabilities. Paratransit services, which are separate from the seven fixed routes provided by SunTran, play a crucial role in our community.
