BACKGROUND: Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Specifically, Title VI provides that "no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
The 2023-2026 update has been prepared pursuant to Title VI of the Civil Rights Act of 1964 and FTA Circular 4702.1B, "Title VI Requirements and Guidelines for Federal Transit Administration Recipients," published October 1, 2012. This update also summarizes the City of Ocala's transit service provisions since the last program was approved in 2020 and provides compliance with all parameters of the Title VI Compliance Checklist for transit providers operating fixed-route transit service.
The City of Ocala is submitting this report to the Federal Transit Administration (FTA) to satisfy the following objectives:
* Ensure that federally assisted benefits and related benefits are made available and are equitably distributed.
* Ensure that the level and quality of public transportation service is provided in a nondiscriminatory manner.
* Promote full and fair participation in public transportation decision-making without regard to race, color, or national origin.
* Ensure that the placements of transit services and facilities are equitable.
* Provide procedures for investigating Title IV complaints.
