BACKGROUND:
? Applicant: EBL Commercial, LLC
? Property Owner: EBL Commercial, LLC
? Agent: Miles Anderson Consulting Engineers
? The property is split between two zoning districts with the northern portion zoned M-1, Light Industrial, and the southern 150-foot portion zoned B-4, General Business.
? A site plan was submitted in December 2022 (SPL22-45045) for four buildings containing a total of 18,000 square feet of commercial industrial development.
? One building encroaches into the B-4, General Business, zoned portion. As warehouse and industrial uses are not permitted in the B-4, General Business, zoning district, that building will be limited to use as a construction service establishment until the property is rezoned to M-1, Light Industrial.
? The property is located on a commercial corridor, with auto repair garages to the north, east, and west. A multifamily residential development (Blitchton Station Apartments) is adjacent to the south.
? A light industrial use or district abutting a less intensive use or district shall have a 25-foot-deep landscaped buffer area or a ten-foot-deep landscaped buffer area combined with a brick, stone, or concrete block wall.

The Planning & Zoning Commission recommended approval by a vote of 4-0 at the July 10, 2023, meeting.

FINDINGS AND CONCLUSIONS:
The requested zoning of M-1, Light Industrial, is consistent with the Comprehensive Plan and with the surrounding area. Staff recommends approval.
