BACKGROUND:
* Applicant/Property Owner: Ocala Opportunity Investment, LLC
Key Points:
This request is to rezone two parcels of land for additional residential development.
Zoning and Land Use Details:
The properties are currently zoned RO, Residential Office, and are developed with one duplex on each parcel. The applicant is requesting to add one duplex to each parcel. Developing more than one duplex on a single parcel requires a zoning district that permits multi-family uses. The existing RO, Residential zoning district, does not allow multi-family uses by right or special exception. The proposed R-3 zoning district permits multi-family uses by right.
FINDINGS AND CONCLUSIONS:

* The proposed rezoning is consistent with the existing Low Intensity Future Land Use designation, pursuant to Code of Ordinances Section 122-244.
* The request is consistent with the East Ocala Community Redevelopment Plan (2016), the Comprehensive Plan, and the City's Code of Ordinances.
* No Level of Service issues have been identified for public facilities due to the zoning amendment.
Staff recommends approval.

Planning and Zoning Commission
Staff presented the rezoning request to the Planning and Zoning Commission at the March 10, 2025, meeting. There were no further discussions or questions from the commission.
The Planning and Zoning Commission recommends approval to the City Council with a seven-to-zero vote.
