BACKGROUND:
The purpose of this agreement is to perform pavement and sidewalk surveys and condition ratings to provide a data-driven approach to planning and maintaining the city's roadways and sidewalks. StreetScan Inc. (StreetScan) has provided a proposal for pavement inspection and management services for the city's roads and sidewalks. Streetscan's technology-based system includes:
* Data collection using vehicles equipped with multi-sensor systems;
* Data processing of pavement and sidewalk condition rating;
* Data visualization;
* Pavement management planning using Streetscan's proprietary Streetlogix software, a cloud-based mapping, analysis, and decision-making tool; and
* Americans with Disabilities Act (ADA) sidewalk and ramp compliance.
The last pavement condition evaluation was completed in 2018.
FINDINGS AND CONCLUSIONS:
The negotiated fee for the pavement inspection and management services is $152,172 consisting of a one-time implementation fee of $144,797 and the first year Streetlogix software fee of $7,375. StreetScan's proposal includes discounts for pavement management (10%), sidewalk management (20%), and Streetlogic software module (50%). Per contract terms, subscription to the Streetlogic software module will include the option to renew up to two (2) additional, one (1) year periods. Pavement and sidewalk inspections and condition rating are expected to be completed by October 2022.
