BACKGROUND:
Juneteenth is a federal holiday commemorating the emancipation of African American slaves. It marks the day when federal troops arrived in Galveston, Texas in 1865 to take control of the state and ensure that all enslaved people were freed. Juneteenth is celebrated on June 19th of each year. A recent survey asked 97 Florida municipalities if they recognized Juneteenth as a holiday. Of the 53 municipalities that responded, 30 recognize Juneteenth as a holiday and eight more were considering doing so.

FISCAL IMPACT:
There is an overtime cost for employees that are required to work on a holiday. On Veterans Day (11/11/21), the City spent $40,414 in holiday overtime. On Martin Luther King Jr. (MLK) Day, the City spent $34,120 on holiday overtime. Based on these amounts, the estimated fiscal impact of adding Juneteenth as a City holiday is $37,267, representing an average of the costs of Veterans Day and MLK Day.
