BACKGROUND:
On August 3, 2024, Tropical Storm Debby strengthened into a hurricane before landfall on Florida's Coast. On August 4, 2024, President Joseph R. Biden, Jr. approved an emergency declaration for Florida. On August 7, 2024, Governor Ron DeSantis approved Executive Order 24-158, declaring a statewide emergency due to Hurricane Debby. Furthermore, on August 2, 2024, Marion County requested a declaration of state of local emergency due to the threat of harm to human life and property from the possible impact of Hurricane Debby.

FINDINGS AND CONCLUSIONS:
During Fiscal Year 2023-24, the City incurred expenses related to Hurricane Debby totaling $428,847. Marion County did not meet the threshold to receive reimbursement from the Federal Emergency Management Agency (FEMA) for Hurricane Debby, resulting in the City incurring all expenses.
FISCAL IMPACT:
As detailed below, budget reserves totaling $428,847 will be used to support Fiscal Year 2023-24 expenditures caused by Hurricane Debby.
Staff recommends and seeks approval of the fund allocations for hurricane-related city expenses as follows:
