BACKGROUND:
This project consists of the installation and integration of a fixed network metering system for the Water Resources Department. On 08/20/2019, City Council approved the National Meter & Automation agreement to supply the City of Ocala with Badger Meters to replace the failing Elster-Amco system.
To date approximately 26,800 new meters and 17,100 endpoints have been installed. Approximately 13,600 old meters still require replacement with more than half that are manually being read.
FINDINGS AND CONCLUSIONS:
* Utility Metering Solutions, LLC. (UMS) was the successful competitive bidder on 03/15/2021 with the City of Greeley, Colorado to construct and install a fixed network metering system. The term of the piggyback agreement between the City of Ocala and UMS is for a one-year period.
* The cost of this project is estimated at $732,595. The table below is a detailed breakdown of the services that will be provided by UMS.
* For City staff to exchange 10,592 radio frequency (RF) meters, it would take ten (10) dedicated employees solely focusing on this task for approximately 240 days. The Water Resources' Central Lines Maintenance Division currently has 12 vacancies out of 25 positions. The in-house staff is not available to perform this work and perform their normal duties of repair and maintenance.
