BACKGROUND:
On August 13, 2025, the State Revolving Fund (SRF) Program public meeting approved the Fiscal Year 2026 Drinking Water State Revolving Fund (DWSRF) Base Project Priority List. This approval included the City of Ocala’s project (DW420900) for $200,000 to begin the first phase, which consists of project design.
The DWSRF Program offers lowinterest loans to local governments and private utilities for planning, designing, constructing, or upgrading drinking water systems. The City’s loan will support multiple phases covering both the design and construction of Water Treatment Plant No. 2 (WTP#2).
The City needs a new WTP capable of producing finished water that meets the Environmental Protection Agency’s upcoming PFAS regulations announced in April 2024. The key drivers for this project are:
Mitigating existing PFAS contamination at WTP#1.
Meeting hydraulic capacity requirements for the City’s potable water system.
Ensuring the facility is designed for future expansion to accommodate population growth.
On June 17, 2025, City Council approved (RES-2025-31) the use of SRF through the Water and Sewer Rate Study conducted by Raftelis Financial Consultants, Inc.
FINDINGS AND CONCLUSIONS:
Adoption of this resolution and the State Revolving Fund loan application, which it supports, for the City’s WTP#2 project serves a public purpose and is in the best interest of the City of Ocala, Florida, and its citizens.
