BACKGROUND: Annually, the Federal Transit Administration (FTA) provides the City of Ocala Section 5307 Urban Area Formula Grants to support SunTran. On August 14, 2023, the FTA awarded the City of Ocala a $1,891,824 5307 grant. The capital funding will be used for: rebuilding two turtle top engines and transmissions to extend the life of the vehicles two years; adding security lighting to the SunTran Administration/Maintenance facility and parking lot; paying for ADA paratransit services; maintaining the Intelligent Transportation System, Avail, on the buses; maintaining the 800 MHz radio system; and paying the Capital Cost of Contracting for the RATP Dev contract. The operating expenses support the day-to-day operation of SunTran.
FINDINGS AND CONCLUSIONS: The City previously appropriated the City and County matches for this grant along with Florida Department of Transportation (FDOT) block grant funding via Budget Resolution 2023-128 on March 7, 2023. The local matches and State block grant funding provide the necessary matches for the operating expenses. The revenue generated through bus fares, passes and advertising is used to help offset the operating expenses. The FDOT has provided Transportation Development Credits in the amount of $197,471 as the 20 percent capital match.
