BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Braithwaite residence located at 2831 NE 18th Court revealed a need to replace the roof, HVAC system, and water heater, and to replace eight windows and add insulation to the attic.

 

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On February 3, 2026, the City issued an Invitation to Bid (ITB) No.  CDS/260432 for the rehabilitation of the Braithwaite residence. The bid closed on February 25, 2026, with seven bidders responding. The Ford Design Group, LLC of Orlando, Florida, was determined to be the lowest responsible bidder, with a bid of $51,965.

 

Funding for the project is available in the City’s Community Development Block Grant (CDBG), and staff recommends approval.
