BACKGROUND:
The Local Mitigation Strategy (LMS) Steering Committee must submit the annual report to the Florida Department of Emergency Management (FDEM). Additionally, every year the City is required by the Community Rating System (CRS), to submit an annual evaluation report of the LMS projects to City Council and review our implementation of the plan, in order to maintain our Insurance Service Office (ISO) rating for flood.
Attached is a letter on the implementation of the City’s LMS projects from the City Engineer. Also attached is the LMS 2022 annual report submitted to FDEM by the LMS Steering Committee and coordinated by Marion County.
In summary, following Hurricane Irma, in 2018 eight of the City projects currently on the LMS projects list were submitted to FEMA for Public Assistance Hazard Mitigation Grant funding. FEMA approved six of the projects submitted. FEMA/FDEM are currently reviewing the design bid packages for five of the projects and one of the projects has been successfully bid, the bid awarded, and Staff is expecting the Contractor to start construction soon.
