BACKGROUND:
On March 11, 2021 the American Rescue Plan Act (ARPA) of 2021 was signed into law providing $30.5 billion in federal funding to support the nation's public transportation systems as they continue to respond to the COVID-19 pandemic. The City of Ocala received notification from the Federal Transit Administration (FTA) that Ocala's allocation was $627,007. The City submitted a grant application for the ARPA funding and was notified on March 22, 2022 that the grant has been awarded.
FINDINGS AND CONCLUSIONS:
The City has been awarded the FTA ARPA Grant but needs to execute the FTA G-29 Grant Agreement with the FTA to receive the funding.
The funds will be used to cover operational and capital expenses for the provision of the SunTran service while recovering from COVID-19, to purchase bus equipment to mitigate the spread of COVID-19, and to fund a necessary update to the Transit Development Plan. All expenses must be incurred on or after January 20, 2020 and the funds are available until Sept. 30, 2024.
FISCAL IMPACT:
The Federal Transit Administration will pay 100% of eligible grant expenses with the ARPA funding. A local match is not required. The funds will be received in revenue account 494-331-000-000-09-33141. Expenses will be paid out of divisions 666 for operating and 665 for capital in fund 494. An accompanying budget resolution is provided on the consent portion of the same agenda.
