BACKGROUND:

 

The City of Ocala’s Electric Utility (OEU) utilizes the emergency standby tree trimming and line clearing contract to support large-scale storm restoration efforts. Utilizing outsourced crews aids in the rapid restoration of power to OEU customers. Additionally, using contractors specializing in this work and skilled in applying Federal Emergency Management Agency (FEMA) guidelines helps ensure rapid restoration and reimbursement of declared emergency expenditures.

FINDINGS AND CONCLUSIONS:

 

On May 21, 2025, Invitation to Bid (ITB) No. ELE/250705 was issued for emergency standby tree trimming and line clearing services within the service territory. The bid was structured to allow the selection of multiple vendors for the award. Seven bids were received, the two contractors that met all requirements and offered the lowest cost were selected for award.

 

FISCAL IMPACT:

This is an emergency stand-by contract with maximum vendor compensation of $220,000. The financial impact depends on the number and severity of disaster events if they occur. The funds will be appropriated on an as-needed basis from the Electric Reserves Fund.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

These Agreements will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
