BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitation of owner-occupied housing for income-qualified applicants. Evaluation of the home located on NW Second Street revealed active plumbing leaks. The main electrical service has severe deterioration and is recommended for upgrades. In addition, the following is also needed: replace interior and exterior doors, windows, replace water heater, interior repairs, bathroom repairs, replace flooring, interior and exterior painting. The repairs will address health and safety issues for the homeowner and/or make the home a sustained affordable housing unit.
FINDINGS AND CONCLUSIONS:
This rehabilitation is for a low-income-qualified family. Costs for this project were solicited using the City's procurement processes and in accordance with grant and program guidelines.
On January 11, 2022 an invitation to bid ITB#CDS/210965 was solicited for rehabilitation of the home. The bid closed on January 24, 2022 resulting in receipt of two bids. The low bid was submitted by Algat Enterprises, Inc. located in Orlando, FL for $79,425.

This action is consistent with the City's Local Housing Assistance Program (LHAP). Under the State Housing Initiatives Partnership (SHIP) program, the homeowner is required to sign a deferred 20-year mortgage.
FISCAL IMPACT:
Funding in the amount of $79,425 will come from SHIP account number 14...
