BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Medina residence located at 1445 NE 22nd  Street revealed a need to update the electrical, repair both bathrooms, replace the kitchen cabinets and the kitchen sink, replace the water heater, replace rotted flooring throughout the house, replace the windows, remediate mold, lead, and asbestos, and paint the interior and exterior.

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On January 22, 2026, the City issued Invitation to Bid (ITB) No.  CDS/260367 for the rehabilitation of the Medina residence. The bid closed on February 12, 2026, with seven bidders responding. Resipro, LLC, of Atlanta, Georgia, was determined to be the lowest responsible bidder, with a bid of $55,805.

Funding for the project is available in the City’s Community Development Block Grant (CDBG), and staff recommends approval.
