BACKGROUND:
The most recent Airport Layout Plan (ALP) drawing set was approved by the FAA on September 29, 2014. Since that time, several new projects have been constructed or proposed and a "pen-and-ink" update to the ALP was conducted in 2020 to reflect those projects. The Airport continues to expand and attract development opportunities for air cargo, aircraft maintenance and repair, large scale hangar development, t-hangar development, a potential commercial terminal, and other non-aviation commercial development. Therefore, it is necessary to conduct additional updates to the ALP so the potential impacts of those developments can be identified and evaluated.
The ALP update involves the following tasks (the specific work scope is attached).
* Task 1 - ALP Drawing Updates
* Task 2 - Update FAA Terminal Area Forecast
* Task 3 - Develop Apron Utilization Plan
* Task 4 - Capital Improvement Program Project Drawings
* Task 5 - Update Aerial Imagery
* Task 6 - Narrative Report
* Task 7 - Meetings & Coordination

FINDINGS AND CONCLUSIONS:
* The ALP is used extensively during grant negotiations with both FDOT and FAA.
* The ALP is a drawing set of approximately 15 pages that depicts current and future development, airspace setbacks, inventory analysis, etc.
* Task 3 is specifically included at the request of the FAA, as a precursor to moving forward with the west side development, specifically future construction of Taxiway-C (Charlie).
