BACKGROUND:

* Petitioner/Property Owner: Dessiree Troncoso (Anna Jo Partnership, LLC)

Key Points:
The petitioner is requesting annexation of approximately 39.33 acres, comprised of two parcels currently located in unincorporated Marion County. The northern parcel (Parcel 23311-000-00), a 4.44 acre site adjacent to SW 20th Street, is currently developed as a 42-unit multifamily residential development (Timberland Apartments, 2275 SW Avenue ). The southern parcel (Parcel 23817-004-00), a 34.89 parcel, is undeveloped and heavily wooded.
Zoning and Land Use Details:
The two parcels are designated as High Residential future land use category by Marion County's Comprehensive Plan with the zoning classification of R-3, Multi-Family Residential (County). The Timberland Apartments on parcel 23311-000-00 were built in 1983.
Concurrent Applications:
The petitioner has submitted concurrent applications to change the land use classification from High Residential (County) to Medium Intensity/ Special District (City) (LUC24-45705); and to rezone from R-3, Multi-Family Residential (County), to PD, Planned Development (City) (PD24-45706). The proposed annexation is adjacent to the city limits and will result in the reduction of an existing enclave.
Planning & Zoning Commission:
At the June 9, 2025, meeting of the Planning and Zoning Commission, staff made one presentation covering the annexation request and other associated applications (Land Use Change, PD Rezoning, and PD Standard Book). The Commission recommended approval to City Council for the annexation with a vote of seven to zero.
