BACKGROUND: On December 19, 2017, City Council approved five-year agreements with GovSense, LLC ("GovSense") for the provision of the GovSense Land Management Software (the "system") and Oracle America, Inc. ("Oracle") for the provision of their NetSuite platform. The GovSense software includes planning, permitting, code enforcement, licensing, parking, and customer service modules. The GovSense system is built and hosted on Oracle's NetSuite platform in the cloud. The existing Oracle contract expires on December 31, 2022.
The Growth Management Department supports the renewal with Oracle for one year. The annual cost will increase from $80,143 to $213,052 based on adding 50 additional licenses and operating all of the GovSense modules. The original contract with Oracle included a significant discount since we were not in full production with all the modules.
FINDINGS AND CONCLUSIONS: The Oracle hosting services are secure and offer great flexibility in providing important data to the user. During the next year, staff will be working with GovSense and Oracle on new long-term contracts.
FISCAL IMPACT: Staff has included a budget resolution on the consent portion of this agenda to address the difference between the previous amount and the new amount of $213,052. The funding will come from the Reserve for Building Fund balance (001-099-999-513-81-99170), which is approximately $3,825,832.
