BACKGROUND:
Ocala Fire Rescue (OFR) applied for and was awarded a grant from the Florida Department of Law Enforcement for the purchase of drones in an amount not to exceed $50,000. These new drones will be utilized for everyday responses, special events, fire investigations/inspections, and in joint operations with local law enforcement agencies.
FINDINGS AND CONCLUSIONS:
In accordance with the terms of the grant agreement, the City of Ocala is required to comply with laws, rules, and regulations applicable to the expenditure of State funds for the purchase of the associated commodities.
As a political subdivision of the State of Florida, the City of Ocala qualifies as an eligible user of The Interlocal Purchasing System (TIPS) cooperative purchasing agreements. On September 2023, TIPS (a government cooperative on behalf of the Department of Texas Region 8 Education Service Center) issued its solicitation for Civilian-Use Drone Goods and Services (Non-Military), RFP No. 230905. Eighteen proposers responded and Skydio, Inc., was awarded TIPS Contract No. 230905.
Ocala Fire Rescue will utilize TIPS Contract No. 230905 to purchase two Skydio X10 drones and associated software and services at a total expense of $49,877. Staff recommends approval.
FISCAL IMPACT:
The Florida Department of Law Enforcement will reimburse $49,877 to account 001-334-000-000-09-33122. Grant expenses will be appropriated from account 001-050-948-522-66-64010. No matching funds are required for this grant.
