BACKGROUND:
On July 1, 2008, Council adopted Ordinance 5865, appointing an eleven-member board as the Affordable Housing Advisory Committee (AHAC) to recommend monetary and non-monetary incentives for the affordable housing incentive plan as required in Section 420.9076 F.S.

As per Section 106-137(c) of the amending Ordinance 5865, City Council shall appoint members to the committee by resolution. This section was amended on December 18, 2018, by Ordinance 2019-13 to reduce the minimum number of AHAC members from eleven to eight.

Board member David Layman resigned, leaving an unexpired three-year term ending December 31, 2025. Rob Peters applied as a citizen who represents a not-for-profit provider of affordable housing.

FINDINGS AND CONCLUSIONS:
The State requires that there be an active Affordable Housing Advisory Committee composed of at least eight individuals from various backgrounds. The City's Affordable Housing Advisory Committee meets and brings recommendations to the City Council on ways to reduce or eliminate impediments to affordable housing.

The person named meets the qualifications of the categories set forth in Section 420.9076 F.S.

Staff recommends the appointment of Rob Peters to an AHAC term ending December 31, 2025.

FISCAL IMPACT:
Without the advisory committee, the City would be ineligible for potential SHIP funding.
