BACKGROUND:
On October 5, 2021, the City Council awarded an agreement for SunTran Transit Management Services to RATP Dev USA, Inc. for an initial term of three years, commencing October 18, 2021, and ending October 17, 2024. The agreement offered an option for one three-year renewal.

Pursuant to the terms of the agreement, RATP Dev is required to provide for the day-to-day operations and management of SunTran, including fleet maintenance, marketing, and promotional activities, employment of transit personnel, and contracting for complementary paratransit service for individuals with disabilities as required by the Americans with Disabilities Act (ADA).

On September 6, 2022, the City Council approved the First Amendment to the Agreement to increase the contract value to cover wage increases for transit staff, aligning them more closely with the labor market to attract and retain qualified staff.

On July 16, 2024, the City Council approved an agenda item increasing the contract value to cover ADA-related and other expenditures through the remainder of the initial contract term.

On October 1, 2024, the City Council approved the Second Amendment to the Agreement to exercise the option for the three-year renewal term. The Second Amendment included an increase in revenue hours, ADA Services, and Special Services to align with service demands.
