BACKGROUND:
On or about September 28, 2023, the City's Community Development Services (CDS) Department received a request for assistance with housing rehabilitation from a low-income family. CDS conducted a structural evaluation of the home. To bring the house to current building standards, the home requires plumbing and electrical upgrades, interior repairs and painting; two bathroom remodels to include ADA accessibility, and flooring replacement throughout the house.


FINDINGS AND CONCLUSIONS:
On May 30, 2024, the City issued Request for Quotes ("RFQ") No. CDS/240731 via its e-procurement system, ProRFX, for the provision of Residential Rehabilitation of the Follins residence. A total of 1,100 vendors registered in the ProRFX system under the following commodity codes were notified of the opportunity:

* [72111111] General residential construction contractor service
On July 3, 2024, bids were received from six contractors. The bid from Building Vision Construction, LLC was rejected as non-responsive. Bid results for the remaining responsive bidders are summarized below.


Bruce Wayne Wiley, LLC was found to be the lowest responsible bidder, with a total bid of $61,380. This action is consistent with the City's Low Housing Assistance Plan (LHAP). Under the State Housing Initiatives Partnership (SHIP) program, the homeowner is required to sign a deferred 20-year mortgage.
