BACKGROUND:
The Ocala International Airport (OCF) recently executed a lease with Burrell, a development company willing to invest millions of dollars to construct a multi-use aviation facility on the west side of the main runway at OCF. The proposed multi-use development will serve several aviation-related uses. Cargo, equine transport, aircraft maintenance, and large aircraft storage are possible components of the Burrell development. Separate from and adjacent to the potential Burrell development, it is necessary to begin plans for a transient ramp area to alleviate congestion created by large aircraft operations within the east transient ramp area.

These proposed developments are supported by several external factors including the rapid population influx in the north-central part of the state, the recent expansion of the World Equestrian Center (WEC), and the increase of based aircraft and operational activity which continues to surpass the FAA's Terminal Area Forecast (TAF). OCF experienced monthly operational records in both fuel sales and activity in January and again in August. The airport-based aircraft and activity levels are anticipated to continue rising, which mandates the need for future capacity improvements.

For these reasons, additional airside infrastructure, including a parallel, westside taxiway (Taxiway 'C'), will be required to facilitate aircraft movements to and from the proposed westside development to Runway 18-36.
