BACKGROUND:
Travel time readers are installed at signalized intersections throughout the City of Ocala to measure travel times through corridors of signalized intersections. The data is used by the Traffic Division of the Public Works Department to develop traffic signal timing, optimization, and measure congestion.
The City of Ocala currently utilizes Velocity travel time units which have reached the end of their service life and are no longer supported by the manufacturer. These units are being phased out and replaced with new and more technologically advanced devices. Bluetoad Spectra devices offer enhanced features which include real-time traffic data and analytics, vehicle-to-everything (V2X) messaging, and compatibility with mobile and connected vehicle platforms.
FINDINGS AND CONCLUSIONS:
On December 18, 2025, Public Works sought a procurement exception to piggyback the contract awarded to Iteris by Seminole County, Florida. Seminole County competitively solicited travel time reading equipment under Invitation for Bid No. 604689-23. Iteris was the sole responsive bidder under the solicitation. The contract was awarded for a three year period through February 11, 2027. Iteris has agreed to extend pricing and services to the City of Ocala under the same terms and conditions as the Seminole County agreement.
Public Works staff has found the pricing offered to be competitive. Utilization of the Seminole County agreement enables the City to purchase at a trade-in discount of $1,060 per unit (line item #7 versus #6). The replacement units will be purcha...
