BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Richardson home located at 2217 SW Second St. revealed a need to replace the roof and windows; interior and exterior painting; remodel the bathroom; make interior and exterior repairs; replace the flooring; and upgrade the electrical system.

FINDINGS AND CONCLUSIONS:
Services for this project were solicited in compliance with the City's procurement processes and in accordance with grant and program guidelines. On March 11, 2025, the City issued Invitation to Bid (ITB) No. CDS/220360 for the rehabilitation of the Richardson residence. The bid closed on March 31, 2025, with four bidders responding. Stejack, LLC of Apopka FL was found to be the lowest responsible bidder with a bid of $69,180.30.


This action is consistent with the City's Community Development Block Grant (CDBG)/ HOME Investment Partnerships Program's (HOME) five-year Consolidated Plan. Under the HOME program, the homeowner is required to sign a deferred 15-year mortgage.

FISCAL IMPACT:
Funding in the amount of $69,180.30 is available in account 001-050-501-554-55-34010.

PROCUREMENT REVIEW:
These services were procured in compliance with the City's Procurement Policy.
