BACKGROUND: Staff is proposing to lease the parking spaces associated with 210 W. Silver Springs Boulevard (the old European Car garage) for approximately 14 months. The property is .83 acres and is currently striped for 37 parking spaces plus the potential spaces in the portion of the lot where the building was recently demolished. The new property owners are working on a long-term redevelopment project that may include a multi-story hotel that will be directly north of the City's proposed new parking garage (Mt. Moriah and IOM parcels purchased in 2022 by the City).
Staff is proposing to lease the site to compensate for the loss, in 2021 and 2022, of three nearby parking lots and provide parking for the new restaurants west of South Magnolia Avenue. In addition to the parking lot, the City is using the Mt. Moriah parcels for parking when the church is not using the property.
FINDINGS AND CONCLUSIONS: The proposed lease will help offset the parking needs in the area. Staff will likely be renting spaces to the surrounding businesses. The proposed lease is like the other parking leases concerning maintenance and enforcement. Staff recommends approval.
FISCAL IMPACT: Staff is proposing to pay the property owner $2,500 per month (total of $35,000) with funds from Downtown Taxing Districts. In FY23, $2,500 will be budgeted in account 111-016-219-559-55-44010 with the balance being available in FY24.
