BACKGROUND:
Environmental Systems Research Institute, Inc. ("ESRI") geographic information system ("GIS") software is a mapping software used by most City departments. Public Services, Development Services, Emergency Services, and Utility Services all use GIS to map infrastructure locations. The software provides the ability to visualize on a map where work orders, permits, and business licenses are issued, as well as where crimes are committed. The software is also used by many operational and technical areas, including Airport, Budget, Community Development Services, the Customer Service Office, Electric, Engineering, Fiber, Finance, Fire, Growth Management, Human Resources, Information Technology, Police, Public Works, Recreation & Parks, and Water Resources.
FINDINGS AND CONCLUSIONS:
The City is required to pay annual maintenance for the continued use of GIS software. ESRI's Small Municipal and County Government Enterprise Agreement ("SGEA") grants the City access to ESRI's GIS software for a term of three years. Utilizing the SGEA provides the City with numerous benefits, including lower cost per unit for licensed software, substantially reduced administrative and procurement expenses, and complete flexibility to deploy software products when and where needed.
FISCAL IMPACT:
