BACKGROUND:
The A12 corporate hangar development site comprises an unimproved five-acre parcel with direct access to the airfield. The City has issued multiple public solicitations to identify qualified developers interested in developing all or portions of the site. Despite these efforts, no viable proposals were received, primarily due to the extensive site preparation required. Necessary improvements include substantial grading, installation of horizontal utilities, construction of taxi lane pavement, and extension of the frontage road.
This task work order will initiate the design of the required horizontal infrastructure, which will begin construction later this year or in early 2026. The design will subdivide the property into three to four parcels suitable for 20,000-square-foot hangars and four additional parcels for 6,400-square-foot hangars. The total cost of infrastructure improvements will be allocated proportionally across the developable parcels. Prospective developers will be responsible for their share of these costs as part of the evaluation process for securing a long-term ground lease.
FINDINGS AND CONCLUSIONS:
On February 17, 2022, the City issued Request for Proposals (RFP) No. AIR/220118 for continuing general aviation engineering services. Of the eight firms that responded, Infrastructure Consulting & Engineering, PLLC, and McFarland Johnson, Inc. were the highest-ranked and were subsequently awarded three-year contracts.
