BACKGROUND:
On September 23, 2022, Tropical Depression Nine strengthened into Tropical Storm Ian and became a major hurricane before making landfall along Florida’s West Coast. On September 24, 2022, President Joseph R. Biden, Jr. approved an emergency declaration for Florida and Governor Ron DeSantis approved executive order 22-219 declaring a statewide emergency because of Hurricane Ian. Furthermore, on September 26, 2022, Marion County issued a declaration of state of local emergency and on October 4, 2022, the City of Ocala issued Resolution 2023-4 declaring a local state of emergency due to the threat of harm to human life and property from the possible impact of Hurricane Ian.
On November 15, 2022, City Council adopted budget resolution 2023-105 appropriating $455,452 in expenses incurred in Fiscal Year 2021-22. A resolution is necessary to appropriate additional expenses incurred in Fiscal Year 2022-23.
FINDINGS AND CONCLUSIONS:
Approximately $371,000 of City expenses have been reimbursed by the Federal Emergency Management Agency (FEMA) and the State of Florida for Category B, Protective Measures. During Fiscal Year 2022-23 the City incurred expenses related to hurricane Ian totaling $135,595. Furthermore, during Fiscal Year 2022-23 the city sent mutual aid to hard-hit locations within Florida. Mutual aid costs totaled $76,850 and should be 100 percent reimbursed by the entity the City assisted.
FISCAL IMPACT:
Budget reserves totaling $212,445, as detailed below, will be used to support Fiscal Year 2022-23 expenditures caused by Hurricane Ian.

BUDGET RESOLUTION 2024-103
A RESOLUTION AMENDING THE FISCAL YEAR 2022-23 BUDGET TO APPROPRIATE FUNDS TO SUPPORT EXPENDITURES INCURRED AS A RESULT OF HURRICANE IAN IN THE AMOUNT OF $212,445
WHEREAS, on September 24, 2022, President Joseph R. Biden, Jr. approved an emergency declaration for the State of Florida; and
WHEREAS, on September 24, 2022, due to the threat of hurricane Ian, Governor Ron DeSantis declared a state of emergency for the entire state of Florida by issuing executive order 22-219; and
WHEREAS, on September 26, 2022, Marion County, Florida issued their declaration of state of local emergency for the possible threat of harm to life and property due to hurricane Ian; and
WHEREAS, on October 4, 2022, the City of Ocala issued a declaration of state of local emergency by issuing resolution 2023-4; and
WHEREAS, on November 15, 2022, the City Council adopted budget resolution 2023-105 appropriating $455,452 in expenses incurred in Fiscal Year 2021-22; and
WHEREAS, the City sent mutual aid to areas within Florida affected by hurricane Ian; and,
WHEREAS, the City has been reimbursed from the Federal Emergency Management Agency and State of Florida, and is seeking reimbursement from the local mutual aid entities which would be returned to the appropriate fund’s contingency account.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2022-23 budget be amended as outlined below:
