BACKGROUND:
The third-party administrator (TPA) provides claims adjusting and related services to the Risk Management Department. The TPA is responsible for claims administration for workers’ compensation, third-party liability, and records management for first party claims for the City. This includes but is not limited to Medicare Section 111 mandatory reporting requirements, bill review, medical case management, utilization review, medical provider network and program implementation services.
On December 19, 2022, the City issued its Request for Proposals (“RFP”) No.: RSK/230094 seeking qualified firms for the provision of third-party liability Workers' Compensation claims administration services. Two proposals were received, and a selection committee was formed to review and score the proposals. The selection committee scored each firm on weighted criteria which included:

Based on the independent scoring of the selection committee members, PMA Management Corp. was found to be the highest-ranking firm with a score of 98.6 out of 100 possible points.

The awarded contract will be for an initial term of three years commencing April 1, 2023, and ending March 31, 2026. The contract offers one optional three-year renewal term. The cost for services will not exceed $802,239 over the initial contract term.
FINDINGS AND CONCLUSIONS:
Staff agrees with the selection committee’s recommendation to award the contract to PMA Management Corp. and requests approval of the contract.
FISCAL IMPACT:
$267,413 annually is budgeted in acct 626-099-999-590-81-31010
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
