BACKGROUND:

 

The Ocala Police Department is requesting to utilize a competitively awarded State of Florida contract for fuel card services from WEX Bank, as needed. This contract enables Ocala Police Department (OPD) personnel to purchase all grades of unleaded gasoline and fuel oil from participating gas station merchants at negotiated rates. 

 

As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of Florida Department of Management Services (“DMS”) alternate contract source (“ACS”) agreements under Rule 60A-1.001, Florida Administrative Code. ACS agreements have been competitively solicited by governmental agencies and evaluated and determined by the Florida Secretary of Management Services to be cost-effective and to afford best value.  DMS’s ACS Agreement for Fuel Card Services, Contract No.: 78181701-21-NASPO-ACS, is effective for a 56-month term commencing on April 6, 2021, and expiring on December 31, 2025. 

 

FINDINGS AND CONCLUSIONS:

 

WEX fuel cards are a convenient fuel option for OPD employees who are working undercover or who periodically work outside of the Marion County area and do not have access to the three (3) City-owned fuel islands available for use by City-owned vehicles within Marion County. 

 

WEX also provides an online program which offers real-time fuel price mapping, participating station location information, and internal controls and reports for supervisors. The WEX fuel card program offers a 1.7% discount off the retail price of fuel.  All rebates and credits are realized at the time of the transaction and are netted against the fuel card invoices quarterly.

Since its inception, OPD has expended $90,430.62 under Munis Contract No. OPD/211006 for fuel card purchases.  The department estimates that an additional $89,569.38 is needed to cover projected expenses through December 31, 2025, thereby bringing the total contract threshold to $180,000. 

 

FISCAL IMPACT:

OPD's fuel card services are budgeted under account 001-18-822-521-52020.

 

PROCUREMENT REVIEW:

These goods and services were procured in compliance with the City’s Procurement Policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
